HOMELAND PREPAREDNESS PLAN

Provide regional security and confidence by directing the Fire Department to promote community education and participation to meet current and future needs for emergency preparedness.

EMERGENCY RESOURCES

Continue to strive to achieve the goal of 5-minute response time and 8-minute intervention time 90% of the time.

  • Paramedic resource at each Fire Station.

  • At least one ambulance at each Fire Station.

  • One Emergency Medical Supervisor for each Battalion.

  • Create additional staffing flexibility to meet potential disasters. 

  • Add 30 engine companies to Fire Station Districts above CAO workload thresholds.

COMMUNITY PARTNERSHIP WITH HOMEOWNERS AND BUSINESSES

PROMOTE PREPAREDNESS IN COMMUNITIES THROUGHOUT THE CITY

  • Identify risks that may be subjected to manmade and/or natural disaster.

  • Educate building occupants of potential problems and develop detailed plans to assist the Fire Department to mitigate the impact of disasters.  Advisory assistance to improve evacuation procedures, occupant notification processes, and building hazard.

CONDUCT HOME, BUSINESS, AND PUBLIC HOUSING INSPECTIONS

  • Inspect residential and business occupancies for hazards, correcting fire and life safety violations and referring other violations to the proper City and County departments.

TERRORISM TRAINING FOR FIRST RESPONDERS

Fire Department personnel training of terrorist threats and actions.

  • Increased training to handle large scale incidents involving:

    • Weapons of Mass Destruction

    • Mass Evacuation

    • Multi-casualties

    • Spontaneous volunteers

HOMELAND PREPAREDNESS PLAN

PREPAREDNESS THROUGH COMMUNITY TRAINING 

RISK WATCH - Educational Professionals develop plans for at risk teens, related to preparedness with hands-on applications.

HEART ATTACK RESCUE TRAINING (HART) -Teach CPR and First Aid to all High School students with the theme that preparedness begins at home.

INTERACT WITH NEIGHBORHOOD COUNCILS AND COUNCIL OFFICES – Determine educational needs of neighborhood groups by interacting with Neighborhood Councils and Council Offices regarding preparedness.

COMMUNITY EDUCATION RESPONSE TEAM (CERT) Volunteers are trained to help mitigate problems during the first 72 hours following a disaster.

EXPAND DEPARTMENT SPONSORED PROGRAMS - Facilitate and coordinate additional explorer posts.

FIRE INSTRUCTION RECRUITMENT EDUCATION (F.I.R.E.) PROGRAMS - Increase interaction and programs at local high schools and junior colleges.

COMMUNITY EMERGENCY RESPONSE TEAM - CERT

  • Develops appropriate volunteer response programs based on needs of specific community.

  • Plans, develops, supervises and schedules training and refresher courses for all CERT programs.

  • Maintains a database that identifies all training, certification and recall information.

  • Issues all I.D. Cards, uniforms and supplies.

  • Develops liaison with the Volunteer Bureau in the Mayor’s Office.

  • Maintains liaison with the Neighborhood Councils, City Council Offices and other civic organizations to identify groups and organizations capable of providing volunteer resources in the event of an emergency.

  • Attends various meetings and seminars to represent the Department.
